The controversy stems from a "whereabouts failure" recorded in December last year, a procedural lapse that could potentially lead to a professional ban if repeated.

The International Testing Agency reported that a Doping Control Officer was unable to locate the wrestler during a designated one-hour window on December 18, 2025, in Bengaluru. Under strict anti-doping regulations, athletes are required to be available for testing at their declared locations. A failure to appear within the stipulated 60 minutes is treated as a serious breach of protocol.
The ITA issued a formal notice to Phogat on December 5, 2026, demanding an explanation. In her defense, the three-time Olympian stated that her sudden travel from Bengaluru to Chandigarh was necessitated by the Haryana Legislative Assembly session. She further cited personal commitments, including the care of her newborn child, as reasons for her absence. However, the agency remained firm, noting that "Notification via SMS or email regarding a change in location is a mandatory duty of the athlete."
